Another week of obfuscation and dangerous incompetence by the Liar in Chief … Our efforts ARE making a difference - we actually scored an important victory for the environment last week - the Senate rejected a resolution to permanently do away with the BLM Methane and Waste Prevention Rule, which limits waste of natural gas on public lands.  (Toomey sided with his oil & gas industry pals on this - let him know he made the wrong call next time you call).   

This Call to Action is coordinated with national Indivisible calendar actions, the PA Together Coalition and other progressive organizations around the country.

April has been an awesome month of action!  We fought for our rights and our democracy at the Tax March, the March for Science and the People’s Climate March!  On Saturday, over 200,000 of us marched in the Climate March in D.C., and in hundreds of sister marches across the country.  As we call Congress this week, remind MoCs that we support the Paris Climate Agreement & stronger environmental protections, not tax breaks for corporate polluters.  We believe in science and we want clean, renewable energy!

THIS WEEK’S PRIORITY: 

  • OPPOSE GORSUCH!  We can do this!  Our Democratic Senators need to do EVERYTHING in their power to stop Gorsuch.  Committee vote is scheduled for Monday, April 3.  Block Gorsuch by blocking “cloture.”  Sen. Chuck Schumer has announced plans to filibuster Gorsuch’s nomination.  But it’s not enough to just filibuster—they have to commit to voting against “cloture.”  This vote requires 60 votes to succeed, which means Senate Republicans CAN’T win this on their own—they don’t have enough votes. Ask your Senators to commit to voting against cloture for Gorsuch. Let them know that #WeObject with our updated script
  • MORE GORSUCH OPPOSITION NOTES & CALLS TO ACTION:

1) OPPOSE REPEAL OF THE ACA

Stop the secret ACA repeal bill. Republicans are refusing to share the draft of their Obamacare repeal bill—even with some members of their own party. They’re also trying to move the bill through committee so quickly that the nonpartisan Congressional Budget Office (CBO) won’t have time to score the bill, meaning we won’t know how many people it will insure or how much it’s going to cost. It’s critical that this bill get slowed down. Ask your MoCs to publicly demand a CBO score before Congress takes action and takes away health care from 32 million Americans. The message is simple: No Score, No Bill.

 

2) CALL YOUR SENATORS: OPPOSE THE NEW MUSLIM BAN

The Trump administration just announced a new Muslim ban executive order.  This is the same hateful, illegal discrimination as before. Make sure your Senators know that this changes nothing – the only way to fix an unconstitutional Muslim ban is to get rid of it!

3) DEMAND FULL INVESTIGATION OF TRUMP TIES TO RUSSIA.  SESSIONS MUST RESIGN.

Over 140 Democrats have now called for his resignation (LIST HERE) - and many republicans have called for his recusal.  According to Sessions himself, officials who commit perjury should be removed from office—and his claims to the Senate Judiciary Committee that he hadn’t communicated with Russian officials obviously fit the bill.  Let's ask Cartwright, Dent & Toomey to call for his resignation, and if they won’t, be sure to ask them why not. GET READY FOR MINI-RECESS:  URGE TOOMEY TO MEET WITH HIS CONSTITUENTS ON MARCH 16 IN ALLENTOWN.  Both the House and Senate will be holding long recesses again in April, but the Senate will also be in recess briefly over March 16–19.  Republicans want to pass their ACA repeal legislation at the end of March, so it will be essential to use this mini-recess to tell our Senators how much protecting the ACA matters to us.

 

SUPPORT ENVIRONMENTAL PROTECTIONS! CALL YOUR REP - OPPOSE HR 861 & OPPOSE ANY BUDGET CUTS TO THE EPA

HR 861 is an outlandish bill introduced by Rep. Gaetz of Florida to abolish the EPA.  It probably won’t get much traction, but the Administration has made it very clear they want to eliminate existing environmental protections, slash the EPA budget and eliminate 1 of every 5 positions in the Agency.  This would have a devastating effect on the protection of our clean air and water. 

 

On the EPA side, the 24% budget cut would virtually eliminate Great Lakes restoration, reducing the funding from $300 million to $10 million. Among the 38 core programs facing severe cuts: lead cleanup, methane emissions reduction, and brownfield restoration.  The budget would slash NOAA's climate research, including eliminating funding for "external research, coastal management, estuary reserves and "coastal resilience," programs essential to coping with rising sea levels in a period of global climate change.

 

URGE CONGRESS TO INVESTIGATE PRUITT

Call for a moratorium on all EPA activity until Scott Pruitt is fully investigated.  His recently released emails document direct ties to the fossil fuel industry and a history of putting special interests ahead of health and safety.  This crook sued the EPA 14 times as Oklahoma Attorney General; and he copied and pasted letters from big oil onto his own letterhead.  He can’t be trusted at all, certainly not to protect our environment.

PROTECT the CONSUMER FINANCE PROTECTION BUREAU: 

Since it was created in 2011, the CFPB has returned roughly $11.8 billion to 29 million consumers. That’s an average of $407 for the equivalent of 9 percent of the U.S. population.  But some Democrats are teaming up with Trump to tear it to shreds. OPPOSE SB 10 - BLOCKING FUNDING FOR SANCTUARY CITIES

OPPOSE SB3 - ABORTION RESTRICTIONS

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE SB3.  The PA Senate just passed the country’s most restrictive, and least transparent, abortion bans.  SB 3 not only bans abortions past week 19; it also criminalizes D&E, a procedure often used by doctors to help a woman who has miscarried but still has some tissue in her womb.  This bill will now move to the PA House, where a similar bill passed last year.

CALL SENATOR SCARNATI & URGE HIM TO PLACE SB 22 IN COMMITTEE SO IT CAN MOVE FORWARD.  

Senate Bill 22, introduced by Senators Lisa Boscola (D) and Mario Scavello (R), would end gerrymandering by establishing an independent redistricting committee.  It was introduced Thursday, February 16 but STILL has not been assigned to committee or posted on the PA General Assembly website (http://www.legis.state.pa.us/). OPPOSE SB 10 - BLOCKING FUNDING FOR SANCTUARY CITIES

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE SB 10.  The Senate voted to approve legislation that can withhold up to $1.3 billion of state money from the 30 Pennsylvania cities and counties that current offer some form of protection to undocumented immigrants.  SB 10 has been referred to the House Judiciary Committee, which could vote on it as early as March 13th.

OPPOSE SB3 - ABORTION RESTRICTIONS

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE SB3.  The PA Senate just passed the country’s most restrictive, and least transparent, abortion bans.  SB 3 not only bans abortions past week 19; it also criminalizes D&E, a procedure often used by doctors to help a woman who has miscarried but still has some tissue in her womb.  This bill will now move to the PA House, where a similar bill passed last year.  It will likely be referred to committee on March 13th.

OPPOSE SB166 - SUPPORT UNIONS

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE SB166.  The PA Senate passed SB166, a blatant attack on workers, which seeks to define union advocacy on behalf of members as "political" and then outlaw collecting dues for those activities (this is how unions were gutted in Wisconsin). http://www.padems.com/no-sb166/

 

OPPOSE SB128 - SUPPORT PAID SICK LEAVE

CALL YOUR PA STATE SENATOR & ASK THEM TO VOTE NO ON SB128.  PA Senate Republicans want a standardized statewide Paid Leave Policy. Rather than pass state-wide paid time off protections for workers, they instead want to pass a statewide policy blocking local paid leave legislation. Their plan would nullify paid leave laws already on the books in Philadelphia and Pittsburgh.

OPPOSE SB241 - PAY EQUITY

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE SB241. Pennsylvania Senate-approved SB241 does nothing to address pay equity. Even worse, the GOP snuck in an amendment that overturns Philly’s recent wage discrimination bill and would preempt any local legislation on pay equity in the future.

 

OPPOSE HB250 - SCHOOL VOUCHERS

CALL YOUR PA HOUSE REP & URGE THEM TO OPPOSE HB250 (currently in Appropriations Committee).  The PA House is considering a bill that would give tax breaks to corporations for donating to private schools.  These tax breaks would divert funds from the PA general fund into private schools, leaving less money to fund public schools and other important state programs. 

 

SAY NO TO SLUDGE! 

CALL Phil Durgin (Executive Director of PA House Legislative, Budget and Finance Committee) at 717-783-1600 to tell him you are OPPOSED to using Sludge as "fertilizer" and believe land application of Sludge should no longer be permitted. 

A few key points and consideration requests for Mr. Durgin: 

1) Significantly wider testing should be performed of contaminants (beyond current list of PCBs and 8 metals)  

2) Property values are diminished when Sludging occurs on adjacent properties; property owners can have trouble selling properties next to fields with Sludge 

3) Require significantly greater distances for sludge application near streams - currently it’s only 33 feet from intermittent streams and 100 feet from active streams - this practice should not be allowed anywhere near water!

Per House Resolution 60, Phil Durgin, the appointed (not elected) Executive Director of the Legislative, Budget and Finance Committee is doing a "review" of regulations dating to 1997 which permit sludge as a land application (Sludge is the end product from any waste treatment plant and therefore includes - but is not limited to- industrial waste, pharmaceuticals, radioactive agents, carcinogens, endocrine disruptors, metals, and human waste).  We could use normal animal manure or other organic fertilizers, but not Sludge, which contains dangerous chemicals!  Phil's recommendations must be presented to the PA legislature no later than the end of May, and are likely to be sooner.

WEDNESDAY 2/8
Keep standing against the Muslim and refugee ban. Last week, a federal judge—appointed by Republican President G.W. Bush—issued a temporary nationwide injunction on Trump’s illegal and unconstitutional Muslim ban. While this is great news, it is only a temporary halt to the Muslim ban, which Trump continues to fight in court. This isn’t the time for Congress to sit on the sidelines; Congress needs to use its power to defund and rescind the ban.  
 
Ask your Senators to continue to WITHHOLD CONSENT on all Senate business, and filibuster any legislation until this discriminatory, unconstitutional ban is revoked and justice is restored.
 
Ask your Representative to cosponsor H.R.724, the Statue of Liberty Values (SOLVE) Act, legislation that would rescind and defund Trump’s Muslim ban. We’ve got scripts for these conversations (along with a recording of last week’s emergency planning call) available here.
 
THURSDAY 2/9
CALL YOUR SENATOR & tell them to “Stop Gorsuch, Don’t Nuke the Senate”: Donald Trump nominated Neil Gorsuch to fill the vacancy on the Supreme Court. But this isn’t Donald Trump’s vacancy to fill. Early last year, President Obama nominated Merrick Garland, a distinguished jurist, to fill this vacancy. Senate Republicans refused to hold hearings, let alone a vote, on Garland’s nomination.
 
They want Gorsuch to receive the consideration Merrick Garland didn’t. What’s more, if Gorsuch can’t get 60 votes, Donald Trump wants Republican leaders to deploy the “nuclear option” and do away with the filibuster for Supreme Court nominations. Going nuclear would destroy a critical check and balance in our democracy—we can’t let that happen.
 
Call your Senators, tell them you oppose Gorsuch for the Supreme Court, and demand they oppose the “nuclear option.” 
 
FRIDAY 2/10
Tell Congress to put national security over party politics: No Bannon on the National Security Council. President Trump’s decision to remove the Director of National Intelligence and the Chairman of the Joints Chiefs of Staff (actual national security experts) from the National Security Council and instead give a permanent seat to Steve Bannon was an unprecedented politicization of what is supposed to be a nonpartisan body.  Let’s be clear - Bannon is dangerous and encourages reckless policies that literally put us all at risk. 
 
Call your Senators and ask them to cosponsor S.291 to modify the requirements for membership in the NSC.
Call your Representative and ask them to cosponsor H.R.804 to prevent political appointees from serving on the NSC.
 
The purpose of the National Security Council is to ensure that the president has the best possible advice from his Cabinet, the military, and the intelligence community before making major decisions. Steve Bannon not only lacks the considerable experience needed to be the principal foreign policy adviser to the president, he has been quoted as saying "We think of ourselves as virulently anti-establishment, particularly ‘anti-’ the permanent political class." Allowing Trump to continue to be guided by Bannon in matters of national security will bring about the deaths of many innocent people.

Senator Jeff Sessions was denied a Federal Judgeship by the Senate 30 years ago due to allegations of racism. He career has been defined by his lack support for immigration reform, rejection of civil rights, rejection of marriage equality and civil liberties for the LGBTQ community, and believing the Constitution does not require a separation of Church and State. Sessions will not serve in the interests of all Americans and should not be confirmed.

REJECT THE MUSLIM BAN
Stand up for Refugees and Immigrants. Call your Senators & Representative & demand immediate action to BLOCK and RESCIND the Muslim Ban ordered by the President.

Trump’s executive order bans Syrian refugees from entering the U.S. and stops immigrants from select middle-eastern countries from entering the U.S.  This is un-American and discriminatory and despicable, especially during one of the worst humanitarian crises of our time (Syria conflict); to add insult to injury he signed the order on Holocaust Remembrance Day.  Many Syrian refugees are already here and have been fighting to re-unite with other members of their family.  The ban includes scientists, business people, professors, students, people seeking political asylum, translators who risked their lives fighting side by side with U.S. soldiers in Iraq & Afghanistan, immigrants who already LIVE HERE returning home from trips abroad, family of immigrants who already live here - everyone. 
The order prevents people from predominantly Muslim countries - Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen - from entering the U.S; but the order excludes people from countries where Trump has business operations: Turkey, Egypt, Saudi Arabia, Azerbaijan & the United Arab Emirates.  Not to mention the excluded nations include the home countries of all the 9/11 hijackers, proving that this Muslim Ban is not focused on counter-terrorism efforts, but misguided fear and hatred of Muslims.

WEDNESDAY 2/1
BLOCK TRUMP SUPREME COURT NOMINEE.  NO Trump Extremists on the Supreme Court.  DO NOT ALLOW VOTING on Trump Supreme Court Nominee(s).  CALL our Democrat Senators, then call other Democrats on the JUDICIARY COMMITTEE (see below) and tell them we want NO HEARINGS & FILIBUSTER ACTION ON ANY SUPREME COURT JUSTICES NOMINATED by Trump.  Get friends in other states to call the rest of the Democrats in Congress. 
 
This will be one of our most critical fights.  We must completely stop any Trump nominee, and this is one area where WE HAVE THE POWER.  Supreme Court nominees can be stopped by minority filibuster in the Senate, which is how McConnell & GOP prevented Congress from holding hearings or a vote on Merrick Garland. We will do the same thing.  Our civil rights and first amendment rights are under attack. Mitch McConnell and his fellow Republicans disgraced our democracy by blocking a VOTE on Merrick Garland, Obama's well qualified, experienced Supreme Court nominee (this went on for a YEAR).  We will NOT forget this and we will not stand for ANY Republican nominee after McConnell's gross, negligent violation of constitutional duties.  We are indivisible on this and we WILL mobilize against Democrats who support Trump Supreme Court nominees.

The Standing Rock Sioux tribe has tirelessly fought to stop this pipeline which was already rejected from crossing the Missouri near Bismarck due to it’s potential threat to Bismarck's water supply.

The House Oversight Committee have informed sources that they are tallying every call.  Demand a Bi-Partisan investigation of all Trump's financials and conflicts of interest.  He’s clearly in violation of the Emoluments Clause and is hiding egregious conflicts of interest, since he won’t release his taxes.  He just took YET ANOTHER action that favored his business interests by excluding countries where he has active business operations from his Muslim Ban (i.e. Egypt, Saudi Arabia, UAE, Turkey & Azerbaijan).
